  18. <p>     Mexico's activist President, Carlos Salinas de Gortari, has
  19. cut tariffs and lifted other barriers to open his country's
  20. sheltered economy. Now he seems ready to take his boldest step
  21. of all. Bush Administration officials disclosed last week that
  22. Mexico will consider negotiating a free-trade agreement with
  23. the U.S. Though the Government has agreed to a similar pact
  24. with Canada, reaching an accord with Mexico may prove much
  25. tougher. Mexicans fear the arrangement would threaten their
  26. autonomy, while American workers are worried that it could
  27. trigger a flood of cheap labor into the U.S. Even so, a
  28. free-trade accord has appeal, since it could lead to a North
  29. American common market at a time when Europe is forging its own
  30. economic bloc.
